Calculate your Stormwater Utility Fee

Overland Park instituted a Stormwater Utility Fee in 2001 to fund the operations, maintenance and capital improvements to the stormwater infrastructure. Revenue from the fund is generated primarily through a property tax component and user fee.

In 2009, it provided $6.7 million in new revenue of which $3.2 million came from the user fee. The remainder came from the property tax component that is a dedicated 0.973 mill levy. The stormwater utility user fee is based on the amount of impervious surface found on a parcel. Impervious area includes the area of the building footprint, driveways and parking areas, sidewalks and patios and other structures that would prevent rain from infiltrating into the soil.

The amount of impervious surface is then converted to an Equivalent Residential Unit (ERU). The fee calculation is based on $24 per ERU. The user fee is included on the annual property tax billing and recalculated each year based on new or updated parcel information. The revenue is collected by the Johnson County Tax Assessor's Office and remitted to the city on an annual basis.

  • Residential Property
    For residential property, the fee is based on the number of residential units present. Each residential unit is assigned one (1) ERU. Thus, the fee for a single family home would be calculated as 1 ERU x $24 per ERU = $24. A duplex would be calculated as 2 ERUs x ($24/ERU) = $48.
  • Nonresidential Property
    For non-residential property, ERUs are calculated by dividing the total impervious area on a parcel of land by 2,485 and then rounding to the nearest whole number. Thus, the fee for a commercial property with 25,000 square feet of impervious area would be calculated as 25,000 SF ÷ 2,485 SF per ERU = 10 ERUs. 10 ERUs x $24 per ERU = $240.00
